The Full Answer

Taking each in turn. Operating: the business must be active and functioning, not a shell or a plan on paper. For-profit: nonprofits do not qualify for 7(a) or 504 lending. US-based: located and operating in the United States or its territories. Small: SBA size standards vary by industry, measured by employee count or annual revenue, but the ceilings are generous and the overwhelming majority of American small businesses fit. Eligible category: lending, gambling, speculation, and a handful of other business types are excluded.

Meeting the 5 requirements gets you eligible, not approved. Actual approval runs through the lender, which is where credit (typically 680ish for 7(a)), 2+ years in business, cash flow that covers the payment, and a personal guarantee come in.
